October 4, 2023 - HIGH SCHOOL SPORTS

The North Carolina High School Athletic Association held a press conference Tuesday morning in which Association Commissioner Que Tucker spoke and answered questions about Senate Bill 452 - “AN ACT TO MAKE VARIOUS CHANGES TO THE INSURANCE LAWS OF NORTH CAROLINA, TO AMEND THE INSURANCE RATE-MAKING LAWS, AND TO REVISE HIGH SCHOOL INTERSCHOLASTIC ATHLETICS” - which passed last week and will change the way high school sports are administered in North Carolina.

According to Commissioner Tucker, the next step for the NCHSAA will be for the Board of Directors and the 436 member schools to study the details of the new law and make a decision about what to do moving forward. SB 452 gives the State Board of Education the power to give certain powers to one or more non-profit organizations to administer high school sports.

“The NCHSAA has a difficult task ahead,” Commissioner Tucker stated, “but for now, we are committed to continuing to operate under the standards of excellence as we have since it's inception in 1913.” She expects the Association to continue their present duties through the end of the 2023-24 school year.

Tucker noted that Senate Bill 636 to nullify the current agreement between the State Board of Education and the NCHSAA was introduced in April but had little support in the General Assembly. The main parts of that bill were added to an Insurance Bill [SB 452] “at the eleventh hour” on September 28th.

Beginning July 1st, 2024, the State Superintendent of Public Instruction will have the authority to choose a non-profit organization(s) to carry out rules and regulations for high school sports as determined by the State Board of Education using guidelines set forth in SB 452.

What happens after that is To Be Determined.
