July 15, 2020 – HIGH SCHOOL SPORTS

The North Carolina High School Athletic Association announced today that fall sports in public schools will be delayed until at least September 1, 2020.

Also, Phase One of the NCHSAA summer conditioning and workout period will continue until further notice; and when school resumes, the first five days for students will be designated as a “dead period” for athletics.

Those decisions were made this morning by the NCHSAA Board of Directors following yesterday's announcement by Governor Cooper that the state would remain in Phase Two of state-wide reopening until at least August 7.

The five day “dead period” was established to allow staff and students time to focus on the start of school which will be unlike any school year before.

NCHSAA Commissioner Que Tucker noted that the starting date of September 1 could be pushed back further depending on circumstances. “Please understand this delayed start date is not "in cement" and can be delayed even further if we do not have improved data from DHHS, or some other reason exists for delaying further into September or beyond.”

She stated that once local education authorities (LEA) have had time to establish their plans for the fall, “the NCHSAA Staff will survey the membership to determine how sports should and/or can fit into the various models that will exist across the state.”

“We acknowledge that playing certain sports are more problematic at any time without a vaccine; however, we remain in consultation with our Sports Medicine Advisory Committee (SMAC) members, and they believe we can and should offer a sports program, with all necessary modifications, delays, etc.”

July 14, 2020 – HIGH SCHOOL SPORTS

Governor Roy Cooper announced today that public schools in North Carolina will reopen this fall with a mixture of in-person and remote learning for students.

Generally, Plan B will be in effect across the state. Plan B calls for some students to be in class each day and other students to learn from home. Details, such as the percentage of students allowed in school at one time and how often students rotate from in-person to remote learning, will vary from school district to school district.

Plan C, which calls for all remote learning with no students in the classroom, is an available option for school systems which think that would work best for them.

Following the Governor's afternoon press conference, NCHSAA Commissioner Que Tucker issued a statement that the state association now has more information and can move forward with decisions regarding high school athletics across the state: “The NCHSAA staff will work with the Board of Directors, Sports Medicine Advisory Committee and other stakeholder groups to solidify the details of the best plan for the safety of our student-athletes, coaches, administrators and the communities the Association represents."

Last week, Tucker said that if Plan B was used by the state then she expects high school sports to be played although there are likely to be modifications made for athletes and spectators and there may be delays in starting as well postponements during the fall season to deal with.

Among the next steps will be for school districts to determine the details of how each should open and what activities will be allowed. Then administrators and athletic directors will have to co-ordinate with potential opponents (e.g. conference members in different school districts) and determine if each systems plans are compatible.
